LPP and CAP now submitted to Clackmannanshire Council

The Muckhart Local Place Plan and Community Action Plan has now been submitted to Clackmannanshire Council. Many thanks to everyone in the community who contributed to the plan, including some of our young people at Muckhart Primary School, and to everyone who volunteered their time and experience to develop the plan. Thanks too to our consultants whose support has been invaluable.

In recent weeks, the Steering Group have been reviewing all the responses made during the Information Notice Period Survey to assess the need for any changes to the final plan. Feedback on the plan has been positive with only a few amendments being made. The main ones are shown below:

F1 – Community Shop proposal
We have emphasised the need for a feasibility case, removed the inclusion of the small hall as a possible pop up shop location and clarified that the Telephone Exchange location possibility would be subject to availability.

H2 – Housing Policy for MCC Area Proposal
We have retained a wish for any additional development to consist of single dwellings or small clusters of homes of varied sizes and types to meet local needs with limited scope for well-designed, high quality houses in appropriate locations outwith the village settlement boundary. We have however removed numerical values defining number of bedrooms, maximum height and size of cluster of dwellings.

PS4 – Conservation Area Polices Proposal Proposal
We no longer identify any possible locations for any civic space, should this go ahead, simply stating that these are to be appraised.

What happens now?
The revised plan has now been ratified by MCC and submitted to Clackmannanshire Council for validation ahead of placement on their Local Place Plan public Register. All comments on the Local Plan submitted during the Information Notice Period have been submitted alongside the final LPP for the Planning Authority to take into account, and a copy of those comments will be lodged on the public register of LPPs as an Additional Document to the plan.

Once Clackmannanshire Council have validated the Muckhart LPP it will be registered publicly as a material consideration for planning decisions. This means that the Muckhart LPP will have to be given due consideration in relation to the forthcoming Clackmannanshire Local Development Plan (LDP) due to be published in 2027, and any future strategic plans and site-specific planning applications that have a potential impact on the Muckhart area.

We now have 24 LPP proposals and CAP projects that the community would like to explore and deliver over the next 10 years as well as a list of aspirational projects to be considered if time and resources allow. Our plan can be also be used support funding applications and give us confidence as a community moving forward.
