The Highway Code – 8 Changes You Need To Know

Rules for all types of road users have been updated in The Highway Code to improve the safety of people walking, cycling and riding horses.
The changes were made to The Highway Code on 29th January 2022.
Here is a reminder of the 8 changes that you need to know about.Hierarchy of road users

Walking, cycling or riding in shared spaces
Positioning in the road when cycling
Overtaking when driving or cycling
People cycling at junctions
People cycling, riding a horse and driving horse-drawn vehicles on roundabouts

How to check an officer’s identity

If Police Scotland contacts you, they will do so in person, by phone or by email. This will depend on the circumstances surrounding why we need to contact you.

Contact in person

If one of our officers contacts you in person, they’ll show you their police warrant card. This is proof of their identity and authority and you can verify this by dialling 101.

Contact by phone and Email

If one of our officers needs to speak to you on the phone or by email, they’ll identify themselves clearly.

They will never:
ask you for your bank details or PIN
ask you to transfer funds to another account
ask you to hand over cash or bank cards to a courier
ask you to pay a fine or a fee to them or a third party over the phone or online
ask you for  remote access to your computer, passwords or log on details over the phone or online
ask you to register personal details in an attachment they send or website they direct towards
ask you to ‘assist’ in an investigation by doing any of the above
communicate in an abusive, threatening or coercive manner
ask you to click on a hyperlink to participate in an investigation

Remember if you’re unsure about whether the person you’re dealing with is a genuine police officer – stop – and call us on 101 to check their identity. You should also contact 101 if you think you’ve been a victim of fraud.

Forth Valley Health Board have organised the following Covid Vaccination arrangements for this week

Generator noise, Meadowside Crescent – Springfield site

In response to a number complaints about the persistent noise from the generator on site over the Christmas period Chris Hardy (MCC) spoke to Jim Ravey, Land and Planning Manage, Springfield. Below is the response from Mr Ravey.

‘We had an issue over the holiday  period where the security company had come out to recharge the battery operated camera system. Unfortunately they left the generator running! However the 1st we were aware of it was when we received a message from a neighbour asking if it could be turned off……

Unfortunately the security company by that this time had left the site and it was my colleague Paul who went out and turned it off at 9pm on the 29th Dec.

We contacted the security company and told them if they were going out to charge the cameras, the generator would need to be turned back off when the battery charge was complete and they cannot leave site with the generator still running (ie they must wait until the charging is complete).  This is the contract they signed up for and is what should have happened.

Hope this helps and if you have a chance please apologise to our neighbours for any disturbance caused.’

New bus service between Kinross and Tillicoultry

Good news about a replacement bus service for Muckhart and other villages affected by the suspension of the x53. Muckhart Community Council is very grateful to all those who worked hard to achieve this positive outcome. True the service is a trial (see below) but hopefully the number of people using the service will increase with the introduction of the young person concession from end January and perhaps an uplift in people using the bus in order to secure a service future. Service 202

Bay Travel will commence operation of Service 202 between Kinross and Tillicoultry (via Crook of Devon, Rumbling Bridge and Pool of Muckhart) under contract to Perth & Kinross Council, as from Monday, 10 January 2022.  Service 202 will operate off peak, during the day between 0840 and 1438 hrs, Monday – Saturday, providing five return between Kinross and Tillicoultry, allowing for connections at Tillicoultry for onward travel to Stirling.

This is a trial timetable which will initially operate until 31 March 2022 during which time passenger usage and feedback will be reviewed as a means of assessing demand for public transport on this corridor, and inform future planning.

Storm Arwen – SSEN compensation and complaint process

Following the extensive impact of Storm Arwen which caused significant damage to the electricity network  SSEN Distribution is offering enhanced support to its customers and communities affected by the disruption. 
SSEN’s enhanced package of support has both a customer and community element. In a unique recognition of the exceptional impact on customers as a result of the weather event, SSEN will add a 20% goodwill payment to the statutory compensation values set by the energy regulator, Ofgem.
This additional payment is designed to ensure those impacted most by Storm Arwen will receive more, and the payment will increase depending on the amount of time a customer was without power. For example, customers reconnected after seven days will receive an additional £154 on top of their £770 statutory payment.
Both the standard and additional compensation payments will be made automatically, where possible, as soon as data verification is complete. Payments will be issued before Christmas to as many customers as SSEN can process, with those most affected given priority.  
As a priority, and separate to automatic compensation payments, SSEN is also processing reimbursement to customers for reasonable hotel accommodation and food expenses. Affected customers are asked to submit claims to [email protected], including all receipts.
Another area tested by Storm Arwen was the resilience of the communities impacted. SSEN will make an additional £500,000 contribution to the SSEN Resilient Communities Fund, which delivers financial grants to community and not-for-profit organisations for support with community resilience projects.

SSEN’s customer records are provided by energy suppliers. For the small number of properties where SSEN does not hold customer details, it will work with local authorities to identify residents eligible for compensation.  If any customer believes SSEN will not hold the correct details, they are encouraged to contact their energy supplier as listed on their electricity bill.

Scottish Parliament Debate on Protection of Rural Bus Services – 15 December

In response to the planned suspension of the x53 and other bus services in rural areas there will be a Member’s debate in the Scottish Parliament tomorrow evening around 17.15. Mark Ruskell, MSP for  Mid Scotland and Fife, has secured the debate .

That the Parliament recognises the importance of local bus services, which are often a lifeline that enables communities to access essential services; acknowledges that rural communities are especially vulnerable to the loss of routes, such as the X53 service that connects Clackmannanshire villages to Kinross and Stirling; recognises the impact of the COVID-19 pandemic on patronage levels, and the impact of driver shortages on service provision but also notes that the rollout of the Concessionary Bus Travel Scheme for under-22s in January 2022 is likely to increase bus patronage, and further notes calls on bus operators to meet the needs of all communities they serve by withdrawing planned service cuts.
